Essence of Time unit in Donbass report. August 21 / Essence of Time / August 22, 2017 / Fire of high intensity was observed on the Donetsk direction during the day. The Kuybyshevsky, Kirovsky, Kievsky, and Petrovsky districts of Donetsk came under the Ukrainian army’s fire. The Ukrainian military was using reconnaissance drones to adjust artillery fire. We are utilizing our anti-aircraft warfare to shoot down the enemy’s drones. The enemy began the intensive shelling of Spartak with 120mm and 82mm mortars, automatic grenade launchers and infantry fighting vehicles at around 10 PM. Fire came from the positions of the 72nd Independent mechanized brigade of the Ukrainian army. The enemy was firing trace and incendiary munitions causing fire outbreak in 9 houses on Chapaev street. The firefighter crews of the Donetsk People’s Republic (DPR) Ministry of Emergency Situation were fighting fire being under the constant shelling. The situation is tense on other parts of the front. Combat was underway near Gorlovka and Dokuchaevsk, in the area of Skahanka and Kominternovo. During the past day, August 20, the Ukrainian army violated the ceasefire 43 times. Ukrainian punishers try to burn up Spartak locality at night / DONi News / August 22, 2017 / Ukrainian troops tried to burn up the locality of Spartak with the help of incendiary mortar-shells on the night of August 21st. For this purpose, they purposefully shelled residential houses with mortars to cause a massive fire, DPR Operational Command, Vice-Commander Eduard Basurin states. “The units of the 72nd separate mechanized brigade of the Armed Forces of Ukraine (AFU) shelled the locality of Spartak since 10 p.m., of August 21st. Besides, mortars of 120mm and 82mm caliber, automatic grenade launchers and anti-tank grenade launchers, anti-aircraft installations and IFVs are applied. The enemy had a goal to cause a fire and do damages to homeownerships in the village. For this purpose, they used illuminating mortar-shells which were applied in capacity of improvised flame projectiles as well as tracer ammunition. As a result of the shelling, flame caught six houses on Chapayev Street. At the moment, the DPR Emergencies Ministry fire teams have proceeded to put the fire out despite the continuing shelling from the positions of the Armed Forces of Ukraine (AFU),” said Eduard Basurin.

Putin’s Aide Surkov says after meeting with US envoy on Ukraine Volker that situation in the Donbas does not suit anyone / UaWire.org / August 22, 2017 / The current situation in the Donbas does not suit either party to the conflict, nor the external forces that are facilitating the settlement, said Russian presidential aide Vladislav Surkov after a meeting with US State Department Special Representative for Ukraine Kurt Volker, reports Russian media. “We agreed that the current situation in the southeast of Ukraine cannot satisfy neither the conflicting parties, nor the external forces that are contributing to the resolution. The discussion was conducted in a tone of mutual respect and interest, honestly, seriously, without illusions and bias,” Surkov noted. According to Surkov, the commitment to the Minsk agreements “was not questioned” during the negotiations. “Both sides proposed fresh ideas and innovative approaches to their implementation,” Surkov stressed. It was earlier reported that the meeting in Minsk between Volker and Surkov had ended. The concrete results are not yet known, but it is clear that the parties discussed ways to resolve the conflict in the Donbas.

Pentagon Denounces American Nazis While Arming Ukrainian Nazis / By Finian Cunningham / Strategic Culture Foundation / August 22, 2017 / In the wake of violent protests involving white supremacists and Neo-Nazis in the US, the Pentagon’s top military brass issued unprecedented condemnations of «racists and extremists». One veterans spokesman said: «Anyone waving a Nazi flag must be rooted out of our society». What makes the Pentagon’s response to Swastika-flag-waving American Nazis rather bizarre is that this week the US Defense Secretary, General James Mattis, is reportedly traveling to Ukraine where he is to sign over shipments of lethal weapons to the armed forces of the Kiev regime. That regime openly glorifies Ukrainian regiments that collaborated with the Nazi Third Reich during the World War Two. Mattis, the top Pentagon official, is due to authorize the transfer of $50 million-worth of military gear to the Kiev regime. This will mark the first official delivery of lethal equipment from the US. Previous military aid to Ukraine was reportedly «non-lethal». Among the inventory Mattis is signing over are Javelin anti-tank missiles. Modern-day regiments under the control of the Kiev regime, such as the Azov Battalion, publicly self-identify with Nazi-collaborating descendants and former pro-Nazi Ukrainian leaders like Stefan Bandera. This Neo-Nazi ideology of the Kiev-run military is a central impetus in why these forces have waged a three-year war on the ethnic Russian population of the breakaway Donbas region in Eastern Ukraine. The latter refuses to recognize the legitimacy of the Kiev regime which seized power in February 2014 in a coup d’état against an elected government. The American CIA backed that violent coup. Political and financial support from Washington and the European Union has underpinned the Kiev regime led by the dubiously elected President Petro Poroshenko. This is in spite of the fact that the Kiev regime continues to wage a war on the people of Donbas in violation of a peace deal – the Minsk Accord – brokered by Russia and the EU in 2015. Western governments and media accuse Russia of sponsoring the breakaway Donbas republics and their militia, and of infiltrating its troops into the region. Russia denies direct military involvement, but is believed to be supporting the self-declared Republics of Donetsk and Lugansk. According to the plan, Kiev will receive at least €5 billion annually to implement the long-awaited reforms. The proposed aid package is discussed internationally. Efforts are underway to form a group of Ukraine’s friends, which will try to create the necessary support for the initiative. The idea of new long-term support for Ukraine was discussed at the European People’s Party (EPP) summit in July. The plan for Ukraine will be submitted for consideration at the Eastern Partnership summit in November. Another European conference to consider the prospects for investments and aid package for Ukraine is expected to take place at the beginning of 2018 in Brussels. Taking money from the EU External Investment Plan (up to €88 billion by 2020) is an option. Actually, it’s not something new. There have been other «Marshall plans» for Ukraine before. And they have all disappeared in a flash. Few people remember those initiatives, which hit headlines to be completely forgotten pretty soon. The new provision of arms to Ukraine by the U.S. will likely change that — and start a proxy war more dangerous than Syria’. / Just weeks after announcing a plan to arm the Ukrainian government with lethal weapons, the Pentagon announced on Friday that Secretary of Defense James Mattis – who has endorsed the plan – will be traveling to Ukraine this coming week in order to reassure the government in Kiev that the U.S. is “firmly committed to the goal of restoring Ukraine’s sovereignty and territorial integrity.” Though the Trump administration is still well less than a year old, it has become clear that Mattis gets what he wants, especially given his assumption of far-reaching war powers once reserved for the President. Firefighters aren’t always able to come and people have to put the fire out by themselves: often under the machine-guns fire and with mines flying above their heads. Moreover, there is almost no water in the wells and often no electricity due to shelling. When house is catching on fire, Ukrainian forces start shooting from two directions in order to keep people away, so that they can’t put the fire out.

Thirteen DPR soldiers perish over past week defending Republic’s frontiers / Donbass Defence Journal (DONi News) / August 19, 2017 / The DPR Human Rights Ombudsman’s Office records Donbass people’s rights violations on the Ukrainian part almost every day. Ukrainian forces violate Donbass people’s right to live, personal security right, and right to home inviolability. “On August 11 Ukrainian gunmen’s provocations in the Pertovsky district of Donetsk resulted in DPR soldier got penetrating shrapnel wound of the head. On August 12 as a result of the artillery shelling of the locality of Kominternovo in the Novoazovsky district of Donetsk a civilian man of 1963 year of birth got a ballistic shrapnel gutter wound of the head, injuries of face and chest. On August 13 as a result of the hostilities near the locality of Leninskoye in the Novoazovsky district of Donetsk a DPR soldier of 1985 year of birth got blunt shrapnel wound of chest. On August 14 as a result of the Ukrainian mortaring of the locality of Sakhanka in the Novoazovsky district a civilian woman of 1946 year of birth got mine-blast injuries and multiple wounds of upper and lower limbs. The same day two DPR defenders of 1987 and 1993 years of birth got multiple shrapnel wounds because of the Ukrainian shelling. On August 15 in Snezhnoye locality in the wood line not far from home a child of 2002 year of birth tripped an unknown explosive object. The hostilities in the Bezymennoye locality’s area resulted in 4 DPR soldiers got shrapnel wounds. On August 16 in the area of Zhabitchevo locality, a DPR soldier of 1988 year of birth got a perforating ballistic wound. On August 17 in the locality of Bezymennoye a DPR soldier of 1971 year of birth got perforating gunshot wound of a chest,” says the text of the Ombudsman’s press-service report. From January 1st to August 17 in the territory of the DPR 477 people got wounds of various severity, including 289 DPR soldiers and 188 civilians, among which 11 children aged under 18. For the same period, 212 people perished in the DPR territory as a result of the Ukrainian aggression, including 187 DPR soldiers and 25 civilian citizens, among which a child aged under 18. From August 11 to 17, 2017, in the DPR territory 13 DPR soldiers perished. From the beginning of the hostilities in the DPR 4501 people perished in the Republic’s territory, including 605 women, 3, 896 men and 75 children aged under 18.

Ukrainian army attempts to breach DPR army’s defence in the north of Donetsk / Essence of Time / August 20, 2017 / The Ukrainian side launched an attack in the area of Zhabunki in the north of Donetsk, a source in the Donetsk People’s Republic army informed a Rossa Primavera News Agency reporter on August 20. “Armed Forces of Ukraine are attempting to breach DPR army’s defence in the area of Zhabunki. Combat of high intensity is underway at the moment. The enemy is using artillery,” the source said. Donetsk Defense: Weekly Situation Report, 08/18/2017 / DONi News / August 18, 2017 / Last week, formations and military units of the Armed Forces of the Donetsk People’s Republic held complex battle drill and tactical and fire exercises. Also, the first stage of the contests of tank crews was completed, the results of which determined the best tankmen. The DPR Armed Forces together with the security agencies of the Republic continue to conduct active measures to counter terrorism and combat enemy’s sabotage and reconnaissance groups. As a result of shelling by the AFU of Zaitsevo locality, a civilian, Vasilet Semen Ivanovich, born in 1958, living at Brusilov Street, 14, received a shrapnel wound. In total, over the past week the enemy committed 362 ceasefire regime violations and fired 2085 artillery, tank shells and mortar rounds at the territory of the Republic. AFU shellings affected 32 settlements of the Republic, in seven of them 24 buildings were damaged and destroyed. Mostly the bombardments affected the Petrovsky and Kievsky districts of Donetsk, as well as settlements of Spartak, Kominternovo, Sakhanka. As a result of AFU attacks, four civilian were wounded. Defending the Republic, 12 soldiers perished, two were wounded. Orally declaring full observance of the Minsk agreements, in fact the Ukrainian side is making every effort to resume the armed conflict. Heavy weapons, which should be withdrawn at appropriate distances from the contact line, are systematically recorded in the border areas. Zakharchenko: Ukrainian radicals may play crucial role in Donbass conflict escalation / DONi News / August 18, 2017 / The DPR Head Alexander Zakharchenko claimed Ukrainian gunmen prepare large-scale provocations in Donbass which may facilitate hostilities restart. ‘I believe Kiev started a large-scale provocations preparation to accuse us of the Minsk Agreements’ disruption. We are at the threshold of hostilities now,’ said the Head of the state. Zakharchenko underlined that tensed situation is observed all along the contact line. US building naval base in Ochakov, Ukraine: Will Russia respond? / By Eduard Popov / Translated by Jafe Arnold / Fort Russ / August 18, 2017 / In Ochakov, Ukraine, in direct proximity to Crimea, the construction of an American naval base has kicked off. This was announced on the official site of the US Navy on August 7th, 2017. Earlier, on July 19th, the US Navy announced new cooperation efforts between its elite troops and their Ukrainian counterparts. Ochakov, a port city on the Black Sea, was wrested from the Ottoman Empire in the late 18th century by Generalissimo Suvorov’s troops. Ochakov is the birthplace (or one of the birthplaces) of the USSR’s marine spetsnaz, and in 1968 the island of Berezan became the new stationing point of the 17th Naval Infantry Brigade transferred from Sevastopol. Following the collapse of the USSR, the 73rd Marine Special Operations Center of the Ukrainian Navy was established there followed by the 7th Naval Infantry Brigade consisting of underwater mining, underwater de-mining, reconnaissance and saboteur, and special communications units. This is a rough equivalent to the American Navy Seals. Back in Soviet times, the Ochakov naval intelligence training center constituted a unique base and drew top-class experts into its tanks. Even over the several decades of Ukrainian independence, the remnants of this former gem were not liquidated, although Ukrainian naval commandos did decline drastically in professional skill compared to their Soviet naval predecessors. In other words, Ochakov has not been chosen as a US Navy base in Ukraine by accident. Ukraine’s naval forces are in a state close to clinical death, with a single detachment of marine special forces being one of the few combat-ready units of the Ukrainian Navy left, a fact thanks exclusively to the heritage – training methods, equipment, and people – which Ukraine inherited from the Soviet Union. The construction of a US Navy base in Ochakov is not something unexpected. Since 2015, and perhaps even earlier, the Americans have held military instruction programs for the Ukrainian Armed Forces and National guard. At the Yavoriv training grounds in the Lvov region. 290 American commandos are known to be training Ukrainian National Guard soldiers. According to military observers in Ukraine, there are three polygons (training grounds) at which American instructors are training Ukrainian soldiers for the Anti-Terrorist Operation zone in Donbass. US finish training Ukrainian intelligence officers for operations in Donbass / DONi News / August 18, 2017 / The US military have completed a training course for a group of Ukrainian artillery forward observer, the press service of the Chief Directorate of Intelligence of the Ministry of Defence of Ukraine said. The training took place at one of the Ukrainian military firing ranges. It is planned that the trained servicemen will later act as part of mobile instructors’ groups and train artillerymen operating in Donbass. Earlier Kiev stated that the United States spent more than $600 million for three years in material and technical assistance to the Ukrainian army and training of the military.

Ukrainian forces attack OSCE drone in Donetsk west / DONi News / July 21, 2017 / An unmanned aerial vehicle launched by OSCE monitors in the western part of Donetsk was shelled by the Ukrainian forces on July 20б reported a DPR representative to the Joint Centre for Control and Coordination of the ceasefire (JCCC). “During the OSCE inspection in the west of Donetsk, observers launched a UAV, soon afterwards it came under the AFU fire,” the official said. He added that all the units of the DPR Armed Forces deployed in the indicated area were notified of the drone’s launch by international observers. “Servicemen of the Republic did not open fire,” the DPR representative stressed. Earlier it was reported that OSCE observers headed by the Principal Deputy Chief Monitor of the special monitoring mission, Alexander Hug, arrived in the village of Trudovskiye in the Petrovsky district in the west of Donetsk. During the inspection, the Ukrainian forces shelled Trudovskiye with automatic grenade launchers.

Donetsk Defense: Situation Report, 07/12/2017 / DONi News / July 12, 2017 / The Armed Forces of Ukraine committed 36 ceasefire violations over the past 24 hours. The enemy launched 4 tank-shells, 42 mortar-shells of 120mm caliber and 30 mortar-shells of 82mm caliber on 12 localities and nearby districts in the Donetsk direction. In the Gorlovka direction, the enemy launched 23 mortar-shells of 82mm caliber on the areas of two localities. Besides, Ukrainian punishers applied grenade launchers and small arms. In the Mariupol direction, the enemy shelled four localities and nearby districts, launching five tank-shells and thirteen mortar-shells of 82mm caliber. AFU units’ servicemen have begun refusing to be sent to the so-called “ATO” zone more frequently. Thus, fourteen soldiers and sergeants openly refused to participate in the civil war against Donbass residents and venturing their lives, to defend interests of oligarchs in the 1st separate tank brigade (Chernigov Region). LPR Security Ministry has suspects in 7 July Lugansk terrorist attacks probe / Lugansk Media Center / July 11, 2017 / LPR State Security Minister Leonid Pasechnik said the investigators have suspects in the ongoing probe into the terrorist attacks carried out in Lugansk on 7 July. Two terrorist attacks were carried out near World War II Heroes Square in Central Lugansk last week. A woman was killed and another five people were injured in the explosion of a bomb containing submunition, which had been planted in a litter bin at the entrance to a food shop. Two persons were injured in the second blast that occurred several dozen meters away, after law-enforcement personnel and militia came to work at the scene of the first terrorist attack. The victims suffered multiple injuries. “A circle of suspects has been identified within the probe into the double terrorist attack in LPR territory. All LPR law-enforcement bodies are involved in a special operation to apprehend and detain them,” Pasechnik said. Earlier, LPR State Security Ministry circulated identikits of two persons suspected of involvement in the 7 July terrorist attacks. “Simultaneously, we’re taking measures to identify commanders of Ukrainian army and paramilitary units, National Guard and other Kiev-controlled law-enforcement bodies complicit in terrorist attacks and abductions and murders of LPR civilians,” the minister said. The main criterion for occupation or non-occupation is international recognition. Authorities of the occupying state must be established in the occupied territories. There are none in Donbass. Thus, if we recognize these territories as those occupied by the DPR and LPR, then we will lose these territories forever. Secretary of the Ukraine’s National Security and Defense Council (NSDC) Alexander Turchinov said on Monday that President Pyotr Poroshenko had instructed to consult with the Normandy Format countries about the law on the reintegration of Donbass, after which the document was planned to be submitted to the Verkhovna Rada in September. “Now, at the order of the National Security and Defense Council, we are working in contact with our key partners, primarily the United States, Germany and France, to coordinate this project with them. We have got our partners’ first encouraging reaction already,” Yeliseyev said. According to him, the key mission of the draft law “On the peculiarities of state policy for the restoration of territorial integrity and sovereignty” (the law on the reintegration of Donbass – Ed.) is to show the strategy, the president’s policy for the restoration and reintegration of these territories in Ukraine by political and diplomatic means, and it is based on the Minsk agreements’ implementation. Earlier, the President of Ukraine announced plans to submit a bill on the reintegration of Donbass for consideration to the Verkhovna Rada. According to the deputies, the document provides for recognition of the Donbass territories out of Kiev’s control as “occupied” and the Ukrainian forces’ transition to the “military operation” format, but its text has not been made public yet. As stated by Russian plenipotentiary representative to the contact group for Ukraine Boris Gryzlov, the bill on the reintegration of Donbass is an attempt to create an alternative to the Minsk agreements, instead of a political settlement, emphasis is placed on a military solution to the conflict. At that, the DPR and LPR stated that the conflict settlement should take place within the Minsk agreements’ framework, other options are unacceptable. In April, 2014, the authorities of Ukraine launched the military operation against the Donetsk and Lugansk People’s Republics, which declared independence after the February 2014 coup in Ukraine. According to the latest UN data, over 10,000 people fell victims to the conflict.

As Military.com reports, Ukraine and the West accuse Moscow of smuggling weapons and troops across the porous border in support of the separatists, a charge has repeatedly denied. “Russia has maintained its aggressive actions against Ukraine, but NATO and NATO allies stand by Ukraine and stand on your side,” Stoltenberg said at the NATO-Ukraine Commission session in Kiev. “Russia must withdraw its thousands of soldiers from Ukraine and stop supporting the militants,” he added during a press conference with Ukrainian President Petro Poroshenko. The conflict in eastern Ukraine and Russia’s annexation of Crimea in 2014 have driven ties between Moscow and the West to their lowest point since the Cold War. “We are also here to demonstrate NATO’s solidarity with Ukraine and our firm support for the sovereignty and territorial integrity of your country,” Stoltenberg said. “NATO allies do not and will not recognize Russia’s illegal and illegitimate annexation of Crimea.” The NATO chief’s trip came a day after US Secretary of State Rex Tillerson made a maiden visit to Kiev and urged Moscow to take the “first step” to ease the conflict in Ukraine’s east. Ukraine sees NATO accession as a way to bolster its defenses against former master Moscow. In June, Ukraine’s parliament voted to back attempts by the nation to seek membership of the 29-member bloc. Ukraine announces plans to toughen border control for Russian citizens / TASS / July 10, 2017 / KIEV / Ukraine has announced plans to toughen border control for Russian citizens starting from January 1, 2018. After a regular meeting of the Ukrainian National Security and Defense Council on Monday, its secretary Alexander Turchinov said all foreigners crossing the Ukrainian border will have to undergo biometrical control. “First of all, it will be applicable to Russian citizens,” he said, adding that Russians will be required to undergo obligatory fingerprinting procedure. What is more, prior to visiting Ukraine, Russians will be required to obtain preliminary registration. “It means that a Russian national planning to visit Ukraine will have to be preliminary registered and submit required data to the Ukrainian Foreign Ministry,” Turchinov explained. Apart from that, according to Turchinov, all Russians who are already staying in Ukraine must obtain obligatory registration, i.e. to inform local authorities about the places of their sojourn. He said that the relevant infrastructure will be commissioned by the beginning of the next year, or maybe earlier.

Three persons killed in DPR in Ukrainian shelling over week / DONi News / July 9, 2017 / Three people were killed, six were wounded in the Donetsk People’s Republic over the past week as a result of hostilities, a representative of the DPR Ombudsperson’s Office reported on Friday. The Contact Group on Ukraine had previously agreed on a truce in Donbass from June 24 midnight. According to the OSCE Special Representative Martin Sajdik, the silence regime was planned to be established “along the entire contact line for the harvest period, from June 24 to August 31.” However, the Ukrainian party continues carrying out bombardments of the Republic’s civil infrastructure. “From June 30 to July 6, 2017, six persons were wounded in the territory of the Donetsk People’s Republic due to the armed aggression on the part of Ukraine, three of them were servicemen of the Republic. Over the same period, three persons were killed, all of them were the Republic’s defenders,” said a representative of the DPR Ombudsperson’s apparatus. According to the department, since the beginning of the year, 413 persons have been severely injured, 170 of them were civilians, including nine children. 175 persons have been killed, 21 of them were civilians, including one child. Over the entire period of the conflict, 4,464 persons were killed in the DPR territory, including 75 children, added the Ombudspersons office.

One dead, seven wounded in Lugansk terror attacks / TASS / July 7, 2017 / Lugansk / Two blasts occurred near the Square of Heroes of the Great Patriotic War in central Lugansk, where offices of the self-proclaimed Lugansk People’s Republic (LPR) administration are located, on Friday. The blasts occurred within an hour of each other. The first blast, which killed a female military medical officer and left five people wounded, was classified by the LPR militia as a terrorist attack. “A homemade explosive devise seems to have been planted in a garbage can near a grocery store,” Spokesman for the LPR militia Andrei Marochko said at a briefing at the Luganskinfromecetner news agency’s headquarters. “The type and yield of the explosive device are being specified,” he added. In about an hour, the second blast occurred 30 meters away from the scene of the first explosion. “The second explosion went off several dozen meters away from the site of the firs blast when law enforcers were working on the site. Two civilians were wounded,” he added. Law enforcement officials and members of the people’s militia of the self-proclaimed Lugansk People’s Republic (LPR) have expanded the cordoned off area and beefed up security measures. “A series of appalling terror attacks were committed today in the broad daylight in the center of Lugansk. Explosions rocked a densely populated district near a place of public entertainment, a children’s ground, people’s militia headquarters,” LuganskInformcenter quoted LPR’s Head Igor Plotnitsky as saying. “Terrorist attacks are always geared to intimidate not only those who are affected by them but also the entire civilian population. Radar data debunks official MH17 findings, locator could not ‘miss’ missile – Russian air regulator / RT.com / June 27, 2017 / Russian radar could not have failed to notice a projectile approaching Flight MH17, despite the claims by a Dutch minister, the head of Rosaviatsia says. The lack of radar marks shows nothing approached the plane from the east, despite official findings. Last week, the Dutch government published a series of replies by Security and Justice Minister Stef Blok, who explained to a parliamentary commission why radar data provided by Russia did not show any objects approaching the MH17 flight, including a Buk missile. The radar, according to Blok, could simply miss a missile. The minister compared the radar to a lighthouse, claiming that a missile could slip through during its “turn” and therefore leave no trace on Russia’s Utes-T air route radar system. Blok also claimed that the radar could not register such a relatively small object as a Buk missile. “It is inappropriate to say that a radar station could miss the missile,” the head of Russian aviation regulator Rosaviatsia, Oleg Storchevoy, said Tuesday, commenting on the latest Dutch claims. The Russian Utes-T air route radar system is able to detect far smaller objects than a Buk missile, according to Storchevoy, and while its turn time is 10 seconds, Utes-T could not miss any object approaching the plane. “If a projectile was moving along the trajectory described in the version of ‘launch on a head-on course,’ as the Dutch party claims, its flight time would be about 35 seconds. Donetsk Defense: Situation Report, 07/05/2017 / DONi News / July 5, 2017 / Over the past 24 hours, the Armed Forces of Ukraine committed 26 ceasefire violations. In the Donetsk direction, the enemy targeted ten localities with 14 tank rounds, eight mortar shells of 120mm calibre and three 82mm ones. In the Gorlovka direction, the area of Zaitsevo locality was shelled with the AFU grenade launchers and small arms. In the Mariupol direction, the enemy applied grenade launchers and small arms against two localities. Our reconnaissance keeps registering the concentration of weapons banned by the Minsk agreements along the contact line: – Near Krasnogorovka (3 km to the contact line) there were detected three motorised artillery mounts Gvozdika; – Near Maryinka (1 km to the contact line) there was detected the arrival of a unit of female snipers – 20 personnel of a Polish private military company. All the data on deployment of the prohibited AFU equipment were passed to representatives of the OSCE SMM. Our reconnaissance received confirmation of the AFU Command’s preparation for serious provocations on the eve of the G20 leaders’ meeting what I had previously voiced, including shelling of residential areas, terrorist attacks on localities and attempts to seize a part of the grey zone territory. In particular, on July 3, scouts of the DPR Armed Forces stealthily lured a serviceman of the 128th separate mountain-infantry brigade into the grey zone, outside Pesky locality. The Ukrainian serviceman carried secret documents received that day at the headquarters of one of the interacting brigades, on application of arms prohibited by the Minsk agreements against the DPR territory from July 6, 2017. According to the plan of the ‘ATO’ command, forces and facilities of the 72nd separate mechanised brigade, 55th separate artillery brigade and part of the 128th separate mountain-infantry brigade that arrived for reinforcement from the Gorlovka direction are to participate in the provocation. The Ukrainian officer did not try any resistance during the detention and immediately began to give evidence. After we received secret documents from the AFU serviceman, the officer was released. The 128th brigade’s officer has a negative reputation among his command, therefore, he had no value for us. At that, I want to draw attention to the brutality of the Ukrainian sabotage and reconnaissance group’s punishers, who in the same situation in the Lugansk direction mercilessly slaughtered two servicemen of the LPR People’s Militia and captured four. And now, by means of tortures and psychological pressure, they are trying to get false testimonies from them, forcing them to pretend to be, allegedly, active military personnel of the Russian army. There is an unofficial agreement between the United States, Europe and Russia about who will first go on the offensive [tr?], it and the aggressor [tr?], it is to blame for this war. Accordingly, if the Ukrainian Armed Forces [UAF] decide on an offensive, then they will deploy the same America and Europe against themselves [tr?] and give us the opportunity to act openly,” the MP said, adding that the LDPR [DPR/LPR] army will have enough strength to repel the attack of the UAF. According to Zavdeev, the Donbass militia will be only too happy about the UAF’s offensive, as this will allow them to end the war, which has already lasted more than 3 years. “You understand that we have here a ‘valiant’ OSCE, which still can not determine who is shooting at whom. They have for all of three years reported as if someone shoots, but who is shooting whom is unclear. Everybody sees that it is the UAF that shoots, except for the OSCE, which must only record [tr?]. They fix the fact of the bombardment, but about who shoots the OSCE has never once reported,” Zavdoveev assures us. For its part, Russia has denied such allegations, responding that it is an observer country to the same extent that the other countries that signed the Minsk Agreements are, i.e., Germany and France. However, reports periodically come from Donbass which allow us to take a fresh, sober look at the real situation on the ground there. Just recently in conversation with Donbass militia volunteers, I repeatedly heard accounts of Western troops present in the ranks of the Ukrainian army in the capacity of instructors or as active fighters. Meanwhile, the Americans and Canadians do not hide the fact that they are training the Ukrainian Armed Forces’ units (such as at the Yavoriv polygon in the Lvov region), but they categorically refuse to admit that their servicemen (usually from commando units) are present at the frontline and fighting on the side of the UAF. On the other hand, my friends from the DPR army have reported that they have especially often observed Canadian and Polish troops present at the frontline. Fresh information just arrived the other day from the Lugansk People’s Republic. The LPR’s Ministry of Internal Affairs’ hotline received a call from a resident of the town of Popasnaya (under Ukrainian control), who said that English-speaking, foreign troops have appeared in the town. The caller described them as dressed in white and grey NATO camouflage and armed with foreign small arms. LPR intelligence sources have since released the following report: “According to preliminary findings, the unknown troops in question are US citizens and call themselves American volunteers. They have brought with them some kind of electronic equipment stored in metal boxes and suitcases. At the present moment, these mercenaries are awaiting the arrival of voltage converters since their hardware is not designed to work with 220 voltage networks.” While accusing Russia of meddling in the conflict in Donbass, the Americans, Canadians, and their European NATO allies are directly involved in the conflict, specializing in training the UAF in sabotage and terroristic warfare, as well as electronic intelligence and radio-electronic warfare. The UAF does not wield such expertise and equipment in the likes of what the American army and NATO countries’ armies boast – and which has now apparently surfaced in Donbass.

Polish Detachment of Women Snipers Arrives in Donbass / Ukraina.ru / Translated by Quemado Institute / July 5, 2017 / The intelligence of the Donetsk People’s Republic [DPR] recorded the arrival of a group of snipers from Poland in the suburbs of Donetsk, Eduard Basurin, deputy commander of the DPR operational command, told journalists. “The arrival of a women’s sniper unit of 20 people from the private military company of Poland was noted in the area of the settlement of Maryinka (suburb of Donetsk),” said Basurin. Earlier, he said that the DPR Ministry of Defense had learned of the arrival of a group of snipers from Georgia [tr?] at the Donbas contact line. He added that the intelligence service of the Donetsk People’s Republic received secret documents that indicate Ukrainian security officials are preparing provocations in Donbass. In March, the “Right Sector” unit (an extremist organization banned on the territory of the Russian Federation – Ukraina.ru Ed) “Witches” arrived at the contact line in Donbass. [Enemy Report:] Dutch court to try suspects in downing of MH17 airliner over Ukraine / By Daniel McLaughlin / Irish Times / July 5, 2017 / [Quemado Institute Editor’s note: Items marked * are considered false, fabricated, biased or misleading by Quemado Institute and many Donbass observers.] / A Dutch court will try those suspected of involvement in shooting down Malaysia Airlines flight MH17 over separatist-held eastern Ukraine almost three years ago, the Netherlands announced on Wednesday. Ukrainian president Petro Poroshenko welcomed the decision and pledged his country’s full support for the Dutch prosecution, which came about after Russia vetoed efforts to create an international tribunal through the United Nations. The Boeing 777 flying from Amsterdam to Kuala Lumpur was blown out of the sky close to Ukraine’s eastern border with Russia on July 17th 2014, over territory that had been seized and is still controlled by heavily armed Kremlin-backed militia*. All 298 people on board were killed as they and debris from the plane were scattered across several kilometres of fields and villages. The victims came from 17 countries but most – 196 people – were citizens of the Netherlands. The Dutch safety board found in 2015 that the airliner was brought down by a Russian-made surface-to-air Buk missile*, and last year a joint investigation team (JIT) comprising experts from the Netherlands, Malaysia, Australia, Belgium and Ukraine concluded that the rocket was fired from separatist-held territory*. Donetsk Defense: Situation Report, 07/04/2017 / DONi News / July 4, 2017 / Over the past 24 hours the Armed Forces of Ukraine committed twenty-three ceasefire violations. In the Donetsk direction the enemy launched five mortar-shells of 120mm caliber and 36 mortar-shells of 82mm caliber onto the territories of 11 localities. As a result of shellings on the part of the AFU, a house in the locality of Gorlovka, on Otboinaya Street, 3 sustained damages – a roof and windows were damaged. Representatives of a special commission are working on the site to assess damages received by the Republic’s residents as a result of the shelling conducted from the positions of the AFU. Materials of which will be appended to criminal cases against a command and servicemen of Ukrainian armed forces. Our intelligence keeps registering concentration of prohibited by the Minsk agreements military hardware along the contact line. Thus, in the vicinity of the localities of: SUKHAYA BALKA (13km away from the contact line) there was detected ammunition advance (of 122, 125 and 152mm caliber) to resupply units from among the military personnel of the 128th brigade; YASNOBRODOVKA (14km away from the contact line) there was detected location of five tanks; ZHELANNOYE-PERVOYE (14 km away from the contact line) there was detected a howitzer battery ‘Giatsint-B’ of the 55th brigade. Saboteur who sought to blast OSCE car could be involved in Prishib terrorist attack – MGB / Lugansk Media Center / July 4, 2017 / One of the Ukrainian saboteurs who plotted a terrorist attack against the OSCE Special Monitoring Mission representatives could be involved in the blasting of the international observer’s cars in Prishib village area in April, LPR State Security Ministry (MGB) head Leonid Pasechnik said on Tuesday. Earlier on Tuesday, Pasechnik said MGB officers had defused a mine planted along the route of SMM patrols by Ukrainian saboteurs operating in Lugansk. The minister said MGB investigators found a car with Ukrainian Vinnitsa Region license plates in a wooded area in Lugansk’s Kamennobrodskiy district on 30 June. “A search of the car found pieces of Ukrainian insignia and a dashcam that had been put out of order. “MGB specialists managed to restore the data. The dashcam information shows preparations to assassinate OSCE monitoring mission representatives,” Pasechnik said. “Supposedly, one of the Ukrainian operatives who appears in the dashcam video is involved in the blasting of the observers’ car in Prishib village in LPR’s Slavyanoserbskiy district on 23 April 2017,” he said. “I wish to remind that MGB opened criminal investigation into the blasting of the OSCE car and that an investigation is underway. MGB repeatedly requested the OSCE monitoring mission to provide information which was relevant for preliminary investigation and summoned witnesses to give evidence. However, no response to MGB enquiries has been given up to date which hampers progress in investigation,” the minister added. “I again urge the international representatives working in the Republic to coordinate the routes of their movement with LPR law-enforcement bodies for their own safety. The latest events show that Ukrainian secret services are ready for any provocations aimed at destabilizing the situation in the republic and discrediting law-enforcement and government bodies with the view of securing the deployment of OSCE armed monitoring mission,” Pasechnik said. Terror attack organized by Kiev-backed saboteurs foiled in Donetsk / TASS / July 4, 2017 / DONETSK / .Intelligence agencies of the self-proclaimed Donetsk People’s Republic (DPR) prevented a terror attack organized by Ukraine’s saboteurs on Tuesday, Deputy Commander of LPR Operational Forces, Eduard Basurin, said. “Today, thanks to the vigilance of our residents, a terrorist act by Ukraine’s intelligence services has been thwarted in Donetsk. At 9:00 (a.m.), local residents found a remote-controlled explosive device in a residential sector near a food industry academy. At present, the explosive device has been defused,” the Donetsk News Agency quoted him as saying. Earlier this day, the self-proclaimed Lugansk People’s Republic (LPR) also reported that the LPR’s State Security Ministry employees had defused a mine laid along the driving route of the OSCE Special Monitoring Mission. According to the republic’s Defense Ministry, a group of Ukrainian saboteurs had been operating in Lugansk.

The Mission followed up on reports of a civilian casualty in Marinka and observed damage to civilian properties due to shelling in Uzhivka. The Mission continued monitoring the disengagement areas; it recorded ceasefire violations near Stanytsia Luhanska area. The SMM’s access remained restricted there and elsewhere, including again to a border area not controlled by the Government in Novoazovsk.* The Mission monitored weapons on both sides of the contact line. It continued to follow up on the water and gas supply situation in Avdiivka and Yasynuvata and to facilitate and monitor repairs to the Mykhailivka-Almazna high-voltage power lines. The SMM visited one border area not under government control in Luhansk region. In the reality, these news have no ground, because their claims are based on intrerpretation of a translation mistake, and besides of that, his words are taken out from the context. Here is the mistakenly translated Sergey Lavrov’s statement: “I don’t know whether the political community thinks that we are playing in the wrong league. I have read and heard much criticism regarding our decision to join the fight in Donbass and in Syria. OSCE SMM – Special Monitoring Mission to Ukraine 30 June at 02:09 FACT CHECK / Facebook / June 30, 2017 / In response to incorrect information issued by the press centre of the anti-terrorist operation: The OSCE SMM’s forward patrol base in Popasna in Luhansk region was not shelled; no damage has been sustained and all staff are safe. The OSCE SMM did register considerable shelling – both incoming and outgoing – in the area on the night of 29 June and the early morning of 30 June. OSCE SMM staff remained safe throughout this time at the forward patrol base. Staff were subsequently re-deployed to Sievierodonetsk on 30 June for a full de-briefing. They are expected to return to Popasna later today.

Ukraine fails to show draft law on Donbass reintegration to Minsk Contact Group / DONi News / June 25, 2017 / Ukraine has failed to show the draft law it said it had been developing to reintegrate Donbass, at the Contact Group meeting, said the LPR envoy to the Minsk negotiations Vladislav Deinego. “We were confused by Ukraine’s media reports on the reintegration draft law to be presented to the Contact Group. It was mentioned (at the meeting) and we critisized these efforts to supersede Minsk talks and the work within this format with some draft law taking lead in the press, but not discussed with Donbass representatives,” said Deinego. “We emphasized, that any attempt to consider laws not coordinated with the Contact Group, would be treated as Ukraine’s attempts to withdraw from the Minsk format.” Ukrainian lawmakers plan to hold first reading of the draft law on Donbass reintegration prepared following president Petr Poroshenko’s order, who said the document was to provide measures to re-establish Donbass within Ukraine and to define its legal status. Everybody in Yasynuvata hears shooting and shelling pretty much every day. OSCE says they got shot at, but no bullet holes in any of the vehicles. They say the bulletproof window of one vehicle got “struck” by a riflebutt, but they don’t show the vehicle at the news conference or even photos of the vehicle. Or even at the second news conference OSCE held today. Nada. There are about 700 OSCE agents in Donbass today. Their budget is 100 million Euros a year. Think about that. One hundred and eleven MILLION dollars. Per year. For 700 agents in Donbass. One hundred and eleven. Million. US dollars. Every year. Over the past day, the enemy violated the ceasefire 6 times. Kalinovo township, Zheltoye, Smeloye and Zhelobok villages and Prince Igor monument area were targeted with 120mm and 82mm mortar, infantry fighting vehicle cannons and recoilless guns (SPG). There were shelled the positions of our units in the areas of the localities Kalinovo, Kalinovka, Oboznoye, Sokolniki and Zhelobok. The Nazi Armed Forces of Ukraine used in the shelling prohibited by the Minsk Agreements 82 and 120mm mortars, grenade launchers of various types and small arms. In total, on the territory of the Republic there were launched 169 shells. A security agreement with the United States has been signed that provides for the deployment of US military forces on the territory of Ukraine, as stated by the head of the Verkhovna Rada. “The agreement envisages special operations, joint scientific and technical developments, and even the deployment of military troops from the United States of America in Ukraine,” he said. US forces are currently acting as advisers and operate on a secret basis in Donbass. The actual deployment of US forces as a backup force to Ukrainian units involved in martial law duties fighting in Donbass is a sharp, severe escalation of the Donbass conflict to a level not seen previously. Among the politicians are member of the Vitrolles municipal council who represents the Republicans Christian Borelli; member of the council of the Bouches-du-Rhône from the Debout la France (France Arise) Party Christiane Pujol and her husband; as well as president of the local branch of the National Center of Independents and Peasants of the Bouches-du-Rhône department Hubert Fayard, Europeiska Pravda reported referring to La Provence. On June 22, they departed from Marseille for Moscow, then they will go to occupied Donetsk. The aim of the visit, according to the French publication, is “to support the Russian army*, which is being constantly attacked by Ukraine, despite the Minsk agreements.” The group will stay in Moscow on June 22-24, where they are expected to hold a series of meetings, in particular, with Chairman of the State Duma international affairs committee Leonid Slutsky. In Donetsk, the French politicians are to meet with leader of the self-proclaimed “Donetsk People’s Republic” (“DPR”) Alexander Zakharchenko. Merkel Is Angry with America over Russia Sanctions but Will Do Nothing / By James George Jatras / Strategic Culture Foundation / June 23, 2017 / he tenure of Angela Merkel as Chancellor of the Federal Republic of Germany has been a disaster for her country and for Europe. That’s why it’s a refreshing change finally to have an issue where it is possible to agree with her. Merkel, along with other voices in Germany and Austria, has denounced a bill (S. 722) passed by the U.S. Senate to impose new sanctions on Russia and Iran. In particular, Merkel has observed, correctly, that the legislation, if adopted, would negatively impact oil and gas pipeline deals with Russia. She evidently objects that this would be a unilateral U.S. action that would harm the interests of Germany and other countries without even consulting them. As declared in a joint statement by German Foreign Minister Sigmar Gabriel and Austrian Chancellor Christian Kern: «Europe’s energy supply is a matter for Europe, and not the United States of America!» (Wow! An exclamation point! From Teutonic officials! They must really be angry.) Further: «We cannot accept threatening European companies that contribute to the development of the European energy supply [system] with extraterritorial sanctions that violate international law!» (Another exclamation point! They must be really, really angry!) «Sanctions as a political instrument should not be linked to economic interests»… Threatening German, Austrian and other European enterprises, which take part in the gas supply projects such as the Nord Stream II together with Russia or finance them, with penalties on the US market would add an absolutely new and highly negative aspect in relations between the US and Europe». [JGJ: Oddly, Berlin didn’t seem quite so concerned about linking politics to economic interests when the interests were those of Italy, Greece, Hungary, Bulgaria, Serbia, and other countries that would have benefitted from South Stream.] «This issue is all about the sales of the US condensed gas [to Europe] and pressing the Russian energy supply companies from the European market. In response, Russia said it was suspending a «de-confliction» communications channel used to avoid accidents in the air in Syria. «Any aircraft, including planes and drones belonging to the international coalition operating west of the Euphrates River will be tracked by Russian anti-aircraft forces in the sky and on the ground and treated as targets», the Russian Defense Ministry warned on June 19. It should be noted that the US-led coalition operates in Syria without neither an invitation of the Syrian government nor a UN resolution. On June 20, the US hit a Syrian drone and Russian jets intercepted a US reconnaissance plane in the Baltic Sea. Spot Report by the Special Monitoring Mission to Ukraine (SMM): Armed man shoots at and violently attacks SMM in “DPR”-controlled Yasynuvata / OSCE.org / June 20, 2017 / On 20 June an SMM patrol (1) comprising two armoured vehicles and six members was stationary at an observation post at “DPR”-controlled Yasynuvata railway station (16km north-east of Donetsk), when it saw two men in military-style attire, one armed with an assault rifle (AK-type) walking in a western direction about 80m away. Another SMM patrol (2) comprising two armoured vehicles and six members was positioned about 150m west of the other patrol and about 100m from the two men. At 11:06, both patrols heard one burst of small-arms fire assessed as coming from the area of the two men. Then, the two men, both with their faces covered – one with a balaclava, the other with a scarf – moved towards SMM patrol (2) and began to aggressively shout at the SMM. They then left. At 11:10 both SMM patrols attempted to leave the area. As SMM patrol (2) began to leave, the armed man ran to the second vehicle, tried to open the door on the driver’s side and attempted to break the driver’s side window with his gunstock. Failing to do either, he then ran after the first vehicle from SMM patrol (2). Following this, the armed man turned and pointed his assault rifle at the driver and front-seat passenger of the second vehicle from SMM patrol (2). Both patrol members raised their hands in response. When the armed man moved to the side of the vehicle to try to open the front passenger-side door, the driver accelerated. As the SMM vehicle was driving away, the armed man hit the rear right-side window with his gunstock, causing minor damage. The SMM then saw him fire a burst of small-arms fire into the air, followed by three shots that the SMM assessed were fired at the patrol vehicle. The patrol vehicle was not hit. At 11:21, as all SMM patrol vehicles were leaving the area the SMM observed the armed man pointing his assault rifle at the SMM. The SMM returned safely to base in Donetsk city. The SMM informed the Joint Centre for Control and Co-ordination and asked it to follow up on the incident.

Ukrainian Rada’s bill on Donbass marking step away from reintegration, expert says / TASS / June 20, 2017 / MOSCOW / A bill on reintegration of Donbass, which Ukraine’s Verkhovna Rada national parliament is developing now, will have an immediately opposite effect on the perception of people in the self-proclaimed unrecognized Donetsk and Lugansk republics, Alexei Chesnakov, the director of the Moscow-based Center for Current Political Assessments told TASS on Monday. “It’s scarcely possible to think that the latest initiatives of the Poroshenko Administration on reintegration of Donbass will be attractive for people in the Donetsk and Lugansk republics,” the expert said. “Much rather, they mark a step away from reintegration.” Poroshenko’s initiative is a reaction to the humanitarian program for reunification of Donbass the two republics introduced earlier. As part of it, they pay out benefits to veterans of Soviet veterans of World War II and invite the peopled living in the areas of the Donetsk and Lugansk regions under the pro-Kiev forces’ control to come and visit hospitals. “In recent months, the popularity of these programs on the territories under Kiev’s control has been growing,” Chesnakov said. Along with it, the bill the Rada is developing reflects Ukraine’s affinity for choosing the ways different from the political and diplomatic solutions that the Rada deputies speak about officially. “The forceful elements of the new law in what concerns replacement of the ‘antiterrorist operation’ with martial law testify to Kiev’s readiness to resolve the Donbass problem by force but any steps towards that solution will be considered as violation of the Minsk accords,” Chesnakov said. War and Peace in the Lugansk People’s Republic: Fort Russ’ Popov visits frontline – Part 2 / By Eduard Popov / Fort Russ / June 21, 2017 / Continued from Part 1 / The socio-economic situation in the Lugansk People’s Republic: I spent most of my trip in Alchevsk and Stakhanov and paid one visit to the capital of the unrecognized republic, Lugansk. I also managed to visit a number of industrial enterprises which belonged to Ukrainian oligarchs until March 1st when they were transferred to external management by the republic. Allow me to share my everyday impressions that so vividly catch the eye upon travelling the republic. The LPR’s cities give off at once both a sense of purity and a sense of destruction. This paradoxical combination distinguishes the whole LPR, especially the cities close to the front such as Stakhanov, Pervomaysk, etc. Many homes on city streets are riddled with damage caused by Ukrainian artillery bombardments, as are city roads. Overall, the state of city and country roads is horrendous. In some place, repairs are being done and even new roads are being laid, but this is probably an exception to the rule. It was pleasing to see, however, that active restoration work is nonetheless ongoing. Not only are roads being repaired, but the holes in houses’ walls from artillery shells are being sealed. Especially noticeable is the progress in window and glass repairs. Practically all homes’ in the above mentioned towns’ windows have been broken during shelling. Now a number of homes are shining with new windows. Finished windows are purchased in Russia and installed by local contractors for the city’s residents absolutely for free. According to my friends from Lugansk, the funds for such are being provided by Russia. Ever since Ukraine refused to fulfill its social obligations to Donbass, including by refusing to pay out pensions despite the fact that the people of Donbass had created Ukraine’s national wealth and paid in their contributions to the Pension Fund, Russia has stepped in and accepted responsibility for taking care of the Donbass republics’ social security. Installing windows in homes is only one of the many manifestations of Russia’s humanitarian aid for the residents of Donbass. OSCE Deputy Chief Monitor Hug to visit Donetsk on June 20 / DONi News / June 19, 2017 / Principal Deputy Chief Monitor of the OSCE Special Monitoring Mission to Ukraine Alexander Hug plans to visit Donetsk on June 20, said a source close to the Mission. “Hug is expected to visit Donetsk tomorrow,” said the source. According to the preliminary plan, Hug is to inspect first-level pumping station of the Yuzhnodonbasskiy water duct which frequently comes under Ukrainian forces fire. The latest shelling incident on the territory of the Yuzhnodonbasskiy water duct was recorded on June 10-11 night. A transformer was badly damaged leaving the pumping station without power, and causing water supply issues on the both sides of the contact line. The Uzhnodonbassky water conduitis located in the ‘grey zone’ in the vicinity of Yasinovataya. Three pumping stations are linked to the duct; two of them supply water to the Kiev-controlled areas.

[Enemy Report:] Draft law on Donbas reintegration to be presented at Minsk group session, – MP / 112.international / June 19, 2017 / Ukraine’s delegation will present the draft law about re-integration of Donbas at a session of Minsk trilateral group. Iryna Lutsenko, the MP and presidential representative in the Parliament said that after the conciliatory session on June 19. ‘This bill will be presented by our Vice Speaker Iryna Gerashchenko during the Minsk group session, so that the parties can discuss it in a comprehensive manner. So far, the bill is called ‘The Peculiarities of State Policy of Restoration of State Sovereignty in Donbas.’ Its major goal is to boost defensive capabilities of Ukraine,’ she said. According to Lutsenko, law enforcement agencies – the National Police, the Emergency Ministry, the army and the Security Service, – will create the joint staff to work on the bill. The law is also expected to provide solution for major issues of environment, security, humanitarian and other areas. ‘This bill does not rule an option to introduce a police or peacekeeping mission from international organizations. This joint staff will grant local authorities more rights to solve the most burning social issues of the local residents. The draft law empowers Ukraine’s positions on the international arena; besides, this way we’ll let people realize that we’re not leaving them or these territories behind,’ Lutsenko said. Kremlin comments on Kiev’s plan for Donbass reintegration / TASS / The Kremlin has no detailed information yet if the Minsk Accords are incorporated in Kiev’s plan for Donbass reintegration. “It remains to be seen what is on the agenda, what details (Kiev’s plan contains),” Russian presidential spokesman Dmitry Peskov told the media. “We have no details on that score yet.” Peskov recalled that some aspects of Donbass reintegration were stated in the Minsk Accords. “There should be clarity to what extent this is taken into account in the document being drafted in Kiev,” he added. Ukrainian President Pyotr Poroshenko on June 14 said he had issued instructions to draft a bill on Donbass reintegration. It would reportedly encompass a number of measures and steps that would have to be taken to ensure the region’s re-integration and to identify its legal status. Poroshenko said the bill relied on the terms stated in the Minsk Accords. Ukrainian presidential spokeswoman Irina Lutsenko said the bill on the reintegration of Donbass would give some special legal status to the self-proclaimed Donetsk and Lugansk republics. She stated that the bill being drafted would enhance the Ukrainian state’s defense capabilities in the area of the military operation. “What we have in mind is the legal status of military operations and the recognition of the legal status of certain uncontrolled territories of Donbass,” she said. Lutsenko explained that the yet-to-be passed law would improve the socio-economic situation in the region: the issue of birth certificates, notarized documents and so on. “We are building a strategy of restoring sovereignty over the Donetsk and Lugansk republics,” she said. “Also, there will follow harmonization of changes in the current situation in the country in accordance with the Minsk Accords and another confirmation that Ukraine would be prepared to make decisions and that it seeks a political and diplomatic settlement.” Quemado Institute comments: In some subtle—or not so subtle—way, this article seems like Moscow propaganda, painting Poroshenko’s plan in a more favorable light than it deserves, and thus undermining the cause of Donbass, as the Kremlin often does. It is obvious without reading the bill that the Minsk Accords are not incorporated in Kiev’s plan for Donbas reintegration. If they were, the plan would have been drafted with the approval of the DPR/LPR, as required by the Minsk Agreements. Peskov should know that. We hope this Kremlin-condoned move by Kiev is not a ploy to persuade President Trump that Poroshenko is seeking a reasonable settlement prior to their meeting in Washington.

DPR rejects Kiev’s plan on Donbass reintegration / DONi News / June 19, 2017 / The DPR plenipotentiary representative to the talks in Minsk Denis Pushilin rejected the new plan of Kiev for the reintegration of Donbass. He stressed that to implement such measures, there must be trust between the government of Ukraine and the republics, which at the moment does not exist. “After three years of war, the Donetsk and Lugansk republics will not believe the words (of Kiev – Ed.) “let’s forget everything, let’s everything be well afterwards,” so this option is not considered,” Pushilin said. He also added that the Kiev plan does not correlate with the Minsk agreements, which are considered as the only possible measures to resolve the situation in Donbass. Earlier, President of Ukraine Pyotr Poroshenko announced plans to introduce a bill for consideration by the Verkhovna Rada on the reintegration of Donbass, prescribing a legal regime for the actions of the Ukrainian military. At that, the president opposed the abolition of the “anti-terrorist operation” (this is what the military operation in Donbass is called in Kiev) before the law was passed. The media reported that the Ukrainian authorities plan to introduce preferences and indulgences for the residents of the Lugansk and Donetsk republics within the framework of the bill on the reintegration of Donbass. In particular, Kiev wants to simplify for them the receipt of Ukrainian pensions, to establish trade between certain regions and to reduce the restrictions on the weight of the goods carried. Quemado Institute comments: We haven’t seen the contents of Poroshenko’s bill, but in any case it was not drafted with the approval of official DPR/LPR representatives Alexander Zakharchenko and Igor Plotnitsky, a condition required by the Minsk Agreements for Ukrainian constitutional reform. The bill is therefore irrelevant to the peace process. It might however serve as a power play in preparation for Poroshenko’s planned visit with President Trump in Washington today or tomorrow. (According to Sputnik, Moscow has not seen details of the plan either.)

Russia says Croatia plan simply Donbass dreaming / News Front / June 19, 2017 / MOSCOW / The Croatia settlement used back in the Clinton era, was the next crackpot lunatic scheme the Neocon Council on Foreign Relations advised Kiev’s diplomats to try on Russia. But this is not the first ambush the Russian bear has seen and this time the bear told the west straight up, are you joking? The Russian Foreign Ministry believes that Croatia’s plans to share its experience of peaceful reintegration of occupied territories with Ukraine will not contribute to the settlement of the conflict in the Donbass in any, shape or form. The Russian Foreign Ministry’s Department of Information and Press stated this in comments connected with statements on the revitalization of the Croatian working group on cooperation with Ukraine, that Ukraine’s Foreign Ministry was openly saying would be the “new and improved” alternative to the Minsk Agreements Kiev has stalled on implementing from the day President Poroshenko signed them. “We have paid attention to the statements made at the level of the heads of government within the framework of the Croatian-Ukrainian talks in Zagreb, regarding plans to revitalize the working group on cooperation with Ukraine established in October 2016 by the Government of Croatia aimed at sharing the Croatian experience of ‘peaceful reintegration of the occupied territories’, which allegedly can be applied to Donetsk and Lugansk, with Kiev. We are forced to once more emphasize the inefficiency and inappropriateness of such steps,” the statement said. The Russian Foreign Ministry noted that Zagreb unilaterally interjected itself on an uninvited basis into the Minsk negotiations, with a plan that had been tailored to the specific regional and local conditions that are unique to the Croatian experience and do not have a “damn thing to do with Donbass” or what is going on there, said one Foreign Ministry official in Minsk. In the opinion of the Russian Foreign Ministry, Croatia must demand that Kiev “once and for all stop bombing the Donbass, issue a national amnesty at once, release all political prisoners, encourage free elections, and provide the special status guaranteed by Minsk. The Russian observers also remind section 10 of Minsk, calls for all foreign troops to leave the Ukraine at once-including, NATO, American, Canadian etc. It clearly says UKRAINE, not Donbass, “you will note.” As one Russian official pointed out. A working group for Ukraine’s support was created in Croatia at the end of 2016,without Russian or Donbass Republics participation. Therefore it has been a complete waste of time and resources by the Ukrainians and their American handlers, who think if you take the lead and simply “do something,” everybody else will follow you, even off a cliff.

U.S. vet fights for Donetsk People’s Republic / Workers.org / June 18, 2017 / Russell Bonner Bentley was born in the United States and is now an “Information Warrior” for the Donetsk People’s Republic (DPR), which declared its independence from Ukraine in 2014. This former U.S. soldier went there to fight against fascism in Ukraine and around the world. Back in the 1990s when he was in the states, Bentley spent much of his adult life fighting for justice, including the struggle to free U.S. political prisoners Leonard Peltier and Mumia Abu-Jamal, both of whom he called “great men and true American heroes.” Although he describes himself as a poet by nature, Bentley left the U.S. in 2014 to join the Essence of Time (EOT) unit in the newly independent Donetsk, which was being attacked by the Ukrainian army, including many openly fascist units. Bentley served as a rifleman and RPG gunner on the frontlines at the Donetsk airport and the village of Spartak. The DPR and the Lugansk People’s Republic (LPR), which also broke away from Ukraine three years ago, formed a federation called Novorossiya. Bentley’s call sign in the army of Novorossiya is “Texac,” which is Russian for “Texas.” In addition to being a DPR soldier, Bentley is a war correspondent combatting the lies of the U.S. government and the European Union, both of which have supported the Ukrainian government. Bentley has made scores of videos and penned numerous articles on the situation, otherwise largely ignored or distorted in the country of his birth. “There has been very little accurate reporting about this war and the people of Donbass by Western mainstream media,” Bentley has written, “but I have done my part to get the real story out, to people in the West, and to the world.” There are over 100,000 soldiers on the side of the Ukrainian government, including mercenaries backed by the U.S. and the European Union. Zakharchenko: “Russian language is great weapon of Donetsk in struggle for its identity” / DONi News / June 6, 2017 / The DPR Head Alexander Zakharchenko visited the opening of the XI International Festival “Great Russian Word” yesterday. The event was held in the Yubileiny Concert Hall in the center of Yalta (the Republic of Crimea). “This is a significant event in the cultural life of our country. Many very significant guests come here, and this year the forum has raised the bar a lot. May we always succeed,” the Head of the Republic of Crimea Sergey Aksenov said in his welcoming address. The honorary guests of the festival were also the LPR Head, Igor Plotnitsky, the chairman of the DPR People’s Council Denis Pushilin, the deputies of the DPR Ministers’ Council Dmitry Trapeznikov and Alexander Timofeyev, the State Duma deputies, Russian senators. In total, the festival gathered more than 2500 people, including 17 of Russian language and literature teachers from the DPR. Long before the start of the holiday, the organizers arranged a small stage near the concert hall where the creative collectives of the Crimea performed for the guests of the peninsula, residents and forum participants. Opening the festival, Federation Council Speaker Valentina Matvienko read out a congratulatory letter on behalf of Russian President Vladimir Putin. “Your significant project has acquired good traditions. It project proved itself as an authoritative platform for professional discussion of the preservation and development of the Russian language, as well as enhancing its role in world integration processes,” the Speaker of the Federation Council quoted the Russian leader’s saying. The Head of the DPR spoke about integration as well. According to him, the Russian language is one of the connecting threads of the Donetsk land and Russia. “I am a military man and I perceive many things from this position. I understand that the Russian word is really great and multifaceted. But for me, the word is, first of all, a weapon. And this weapon can often be more dangerous than Grads, Smerches and Uragans. According to him, today “Donbass is gradually returning home” and today’s festival is extremely important for Donetsk. “It is at such events that the most powerful weapon, which is language, is being honed, hardened and strengthened and is becoming more never-failing,” he noted. He recalled that for 20 years, Kiev had been conducting forced Ukrainization in Donbass, adding that they failed to take away the Russian language, as well as Russian culture from Donetsk.
